I have a 03 v-star 650. When I apply the rear brake the pedal does not come back up. I have to bring it back up with my foot. Any idea or solution for this?

I googled your bike and couldn't come up with a good diagram of the rear braking system but did note that it is a hydraulic disc brake.
Most rear brake pedals have a return spring, yours could be disconnected or worn which could cause your problem. I would also check the fluid level in the rear master cylinder. If neither of these solve the problem, I would then bleed the rear brake system.

I would guess the return spring is weak or missing. I had an intruder that had the same problem and the spring was stretched causing the brake light to stay on and I had to pull the pedal back up with my foot. I would start there..Good luck
